Job Title: Program Manager  Location:  Freeport, Grand Bahama, The Bahamas This is a temporary position expected to last 4-6 months, with a start date as soon as available. Job Summary Manages a team that coordinates programs for a non-profit organization. They will be responsible for overseeing all programming, especially the economic recovery programme. They will work with the WASH specialist on the water programme. They are also responsible together with senior staff for relationships with partners, government and other stakeholders, particularly the business community.  They will be responsible for coordinating and implementing the delivery of all other programmes, including daily management of program activities and program staff, and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. Essential Job Responsibilities Program Implementation & Management; Program Development; Team Management; Security; Organizational Learning; Supervisory Responsibility of Program Officers Knowledge and Experience  BA/BS or equivalent in economics, business management, emergency management or other relevant field. 3-5 years of program management experience, which includes development or recovery plus experience in business development/advisory, management consulting, finance, and/or economic recovery. Experience working with Medium and Small Enterprises desirable. Experience of undertaking Monitoring and Evaluation within programming. Proficiency with MS Office software required (Outlook, Word, Excel, and PowerPoint) and other software capabilities required. Mercy Corps seeks a Water programme (WASH) PM to continue to implement our Hurricane Dorian WASH efforts in the Bahamas. Mercy Corps is currently providing fresh potable water from Reverse Osmosis machines and distributing it within Freeport and further afield. T he requirement is now to improve the system where it can be and ensure an overall efficient and effective operation meeting the needs of the people of Grand Bahama, especially vulnerable populations. The WASH Program Manager for the Bahamas is a temporary, full-time position that is currently projected to run through July 2020. Essential Job Responsibilities  Water Treatment Program Management Develop and improve the existing system Work collaboratively with local NGOs, the local utilities and authorities to leverage use of locally available contractors, equipment and supplies  Observe construction of WASH facilities for compliance with applicable standards   Coordinate with local WASH and utility staff to verify regular water  testing is performed and documented and high quality water produced Inform the Country Director regarding emergency water program operations, issues and needs.   Serve as onsite representative and point of contact for Mercy Corps operations  Ensure WASH program design is appropriate to beneficiary needs, cost effective and in line with national, donor and Mercy Corps safety and compliance minimum standards Ensure effective M&E systems are set up to track desired impacts. Experience working with construction contractors and equipment suppliers including inspection, startup and commissioning of water works. ESSENTIAL JOB FUNCTIONS:  Maintain the bank file, ensuring that all bank information is properly filed and maintain good banking relationship and correspondences   Assist in the financial review of purchase requests, purchase orders and payment requests to ensure compliance with MC and donor policies and procedures, project budgets and compliance with donor regulations and local laws. Assist with the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation. Assist in review and follow up on sub-grant compliance issues (i.e. sub-award pre-award assessments, program budgeting, funds transfers, financial reporting, reconciliation, and financial monitoring). Department, to protect Mercy Corps.  Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner. Provide monthly management reports to the Country Director and Program Managers, including expenditures by cost center/project, subgrantee reporting and other financial information, in a timely and accurate manner.  Develop master budgets with the Country Director and develop and implement grant budgeting and forecasting systems with Program Managers. Assess current and anticipated finance needs and appropriate structure as the Dorian Response evolves. Oversee/perform financial review of Bahamas Team member expense reports (travel expense reports and operational expense reports), payment requests, purchase requests, contracts.  Participate in and/or lead recruitment, hiring, and training of finance department staff depending on position level (potentially ranging from finance assistant to senior finance officer level). Lead/oversee the development of national team payroll plan and accounting template. Ensure compliance with national and local tax and labor laws. Lead the process of establishing a country ledger in Mercy Corps’ Navigator finance software system in coordination with HQ finance. Lead role in interaction with international and local subrecipients from finance perspective (i.e. subaward pre-award assessments, program budgeting, funds transfers, financial reporting, reconciliation, and financial monitoring). Develop and maintain Bahamas country support budget and estimated support cost allocation. Lead field role in developing proposal budgets in coordination with field and HQ teams. Provide training to Mercy Corps Bahamas staff on internal finance and compliance policies and procedures. Assist MC Bahamas team members with information, tools and resources to improve performance & reach objectives. SUPERVISORY RESPONSIBILITY: All Finance Department staff   ACCOUNTABILITY REPORTS DIRECTLY TO: Country Director WORKS DIRECTLY WITH: HQ Regional Finance Officer (with authority for technical financial matters); members of Operations, Program Managers, TSU team members, and others.   KNOWLEDGE AND EXPERIENCE:  A BA/S or equivalent in accounting or finance required ; advanced degree preferred. 5 years’ experience progressive financial management experience, including supervisory experience required . Experience in grants management and a willingness to learn internal mercy Corps regulations and donor regulations  International NGO/PVO field office experience is preferred.     Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.   Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. Prior management experience and strong organizational skills.
