NHIA is currently seeking suitable candidates for the position of: Manager - Human Resources Manager The National Health Insurance Authority was established in The Bahamas in 2017 to facilitate the provision of accessible, affordable, equitable and quality healthcare services through a national insurance plan. The NHIA began providing services in April 2017. The number of people accessing services is growing so there exists a need to further expand our operations. Opportunity The Human Resources Manager (HR Manager) will be responsible for the day-to-day operations of the HR office including the administration of policies, procedures, andprograms. The HR Manager will be responsible for the following functional areas: departmental development, Human Resource Information Systems (HRIS), employee relations, training and development, benefits, compensation, organizational development, and recruitment. The position requires a strong knowledge of the HR function, preferablyin the healthcare or insurance industry, and best practices as well as the Labour laws that governregulations in The Bahamas. Specifically, the HR Manager will have a strong understanding of trends, technologies, andpractices within the local HR field. The HR Manager will report to the Managing Director. The successful candidate will: Develop and implement human resources policies including, but not limited to, the attractionof talent, retention, talent management and development, separations and reporting. Conduct a continuing study of all HR policies, programs, and practices to keep management informed of new developments. Implement the development of healthyand safe workplace policies and culture, including; Physical and mental health Safety promotion and awareness Employee assistance Workplace accident prevention Workplace accident response Develop HR reports for the businessunit and consolidated management review on HR matters, such as recruitment, retention, talent management, anddevelopment and separations. Assist with the development of a workforce plan, identifying skills and competencies, and ensuring sufficient staff with appropriate skills. Establish and implement the rigorous recruiting and assessment practices and procedures necessary to recruit and hire a superior workforce. Maintain and update employee payroll information, employee-related databases, andHR information systems. Implement the preparation and administration of the compensation and benefitsplan, ensuring it is competitive. Maintain the compensation and benefits program. Monitors all pay practices and systems for effectiveness and cost containment. Develop and implement the performance management systemthat includes performance development plans(PDPs) and employee development programs. Monitor and advise managers and supervisors in the progressive discipline systemof the NHIA. Implement and manage the exit process for departures, including exit and leave reports, analysis of reasons for departures, removal of benefits, cost analysis, and Plan, develop and oversee the implementation of programs to support workforce management, organizational development, andHR administration. Develop short and long-term strategies, ensuring their integration across the branches and organization. Manage financial and employee resources to support the achievement of goals and objectives. Negotiate and receive funding for capital equipment needs, service agreements, contracts and identify, assess and recommend new technologies. Maintain, gather and analyze industry trends and best practices and identify possible improvements to human resources policies and procedures where relevant. Recommend changes in HR principles and protocols to the Managing Director. Determine strategies to resolve complex and contentious issues impacting HR portfolio, in line with the goals for the branch and the NHIA. Identify, research and lead strategic development initiatives. Exercise judgmenton decisions that impact business from cross-functional system boundaries. Seek approval for new projects outside the scope of budgeted or strategic plans. Investigate and recommend strategies for continuous improvement initiatives. Monitor risks and organizational impact, ensuring adequate measures are in place. Research and provide recommendations on emerging technologies, trends and strategies, developing and presenting business cases and proposals. Coach and mentor direct reports, creating opportunities for management skill development and managing performance. Evaluate the performance of human resources staff, taking remedial action as required. Authorize actions for the acquisition, disciplining and termination of direct reports. Manage relationships and expectations across the organization through personal networking and creation of developmental opportunities. Manage relationships with employees to understand and manage engagement and moral. Build consensus with managers and staff to ensure the achievement of shared goals and objectives. Design effective communication strategies to ensure HR policies are understandable to staff members and ensures they are electronically or otherwise easily accessible (e.g., electronic newsletter, automated help focal point); Liaise with counterparts at other organizations to exchange information, share best practices and industry trends Respond to more sensitive or controversial HR queries that potentially impact operations. Minimum Education and Experience Minimum bachelor ‘s degree required; major in Industrial/Labour Relations, Human Resources Management, or other related field preferred. Master’s degree in Business Administration, Labour Relations, or Human Resources Management preferred but not required.
