The position detailed in this job description plays a critical role in the broader Carnival Corporation Global Ports and Destinations Development (GPDD) team. GPDD is responsible for the development and operations of our six existing Carnival-owned destinations in the Caribbean: Grand Turk (Turks and Caicos), Mahogany Bay (Roatan, Honduras), Puerta Maya (Cozumel, Mexico), Amber Cove (Puerto Plata, Dominican Republic), Half Moon Cay (Little San Salvador, The Bahamas), and Princess Cays (Eleuthera, The Bahamas). GPDD is also responsible for the development and operations of Celebration Key, expected to open in July 2025. The 6 existing destinations are expected to welcome more than 6 million visitors in 2024, with that number expected to grow significantly once Celebration Key is opened, and they include a variety of world-leading amenities such as: pristine beaches, pools, swim-up bars, water activities, food and beverage, retail, and cultural exhibits. 

 

Job Summary:  

The Carnival Grand Bahama Investments Limited (CGBIL), a subsidiary of Carnival Corporation & plc, seeks a Port Facility Security Officer (PFSO). The Port Facility Security Officer is responsible for managing and overseeing all security operations at Celebration Key in compliance with the International Ship and Port Facility Security (ISPS) Code. This role requires extensive expertise in maritime security, regulatory compliance, and technical surveillance systems. The PFSO ensures the safety and security of the port, coordinates with local and international regulatory bodies, and leads the response to any security incidents. The PFSO must demonstrate a high level of competency in managing complex security operations in an international maritime environment, with specific experience in port facility security. This role is critical to maintaining full ISPS compliance, managing the security team, and conducting regular security audits and inspections to ensure the protection of assets, personnel, and guests. 

  

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

The Port Facility Security Officer (Manager) is responsible for developing, operationalizing, and implementing the destination-wide security program. This includes, but is not limited to:  

  • ISPS Code Compliance: Ensure full compliance with the International Ship and Port Facility Security (ISPS) Code, including the development, implementation, and auditing of port security plans. Regularly liaise with the international regulatory bodies and update protocols to align with global anti-terrorism standards. 
  • Port Security Management: Oversee comprehensive port security operations, including access control, surveillance systems, and emergency response plans. Conduct regular security risk assessments, compile and present regular risk assessment reports, and implement risk mitigation strategies. 
  • Anti-Terrorism Crisis Management: Implement and lead anti-terrorism protocols, including preventative measures and emergency response to potential terrorist threats. Coordinate closely with local and international law enforcement agencies, security teams, and regulatory bodies to ensure that the port facility is protected from terrorism-related risks. 
  • Emergency Response and Crisis Management: Lead all security-related emergency response efforts, including coordinating with local law enforcement, maritime authorities, and international regulatory bodies during crises. Ensure that all security personnel are trained to handle high-risk situations in accordance with international maritime standards. 
  • Regulatory and Technical Oversight: Oversee the setup, and manage the use of CCTV systems, access control systems, and other security technology to maintain high security standards across the port. Oversee regular maintenance and updates of all security systems and ensure regulatory compliance in their use. 
  • Incident Reporting and Investigations: Lead investigations into any security breaches, criminal activities, or emergencies involving guests, employees, or assets. Prepare detailed reports in compliance with international regulations, including ISPS Code and local Bahamas authorities. Demonstrates a thorough understanding of SeaEvent incident reporting protocols and ensures compliance with all incident reporting requirements under the Global HESS Safety Management System.
  • Security Team Leadership: Lead and train security team, ensuring that all team members are fully trained in ISPS Code compliance and emergency procedures. Develop and deliver training programs for security staff and other port personnel. 
  • Coordination with Global Security: Regularly liaise with global security teams, shoreside leadership, and local authorities to ensure the port facility adheres to all international maritime security standards and operates efficiently. 

 

 EDUCATION & QUALIFICATIONS:  

  • Maritime Security Experience: A minimum of 8 years of direct experience in port facility security, with proven expertise in implementing and managing ISPS Code compliant security plans. 
  • At least 5 additional years of shipboard security experience with a global cruise corporation.
  • Experience and high proficiency utilizing SeaEvent, Carnival Corporation's incident reporting system as well as all incident reporting requirements under the Global HESS Safety Management System.
  • Port Facility Security Officer (PFSO) certification is required. 
  • ISPS Code Certification: Mandatory certification in International Ship and Port Facility Security (ISPS) Code compliance. 
  • Technical and surveillance skills: Strong experience in managing and maintaining port security infrastructure, including CCTV systems, access control, and other surveillance technologies. Must have experience in risk assessment and emergency response planning. 
  • Global Regulatory Knowledge: Deep understanding of international maritime security regulations. Experience working in multicultural, corporate, or international maritime settings is essential. 
  • Bachelor’s degree in a related field is required.

OTHER REQUIREMENTS:   

  • Work primarily in a climate-controlled environment with minimal safety/health hazard potential.  
  • Work may require employees to work inside and outside with exposure to changing climate and/or operate machinery.  
  • May be requested to work a different shift.
